Our team

E-NABLE utilizes a highly qualified managing team of local and international experts who have gained a good understanding of the private sector in Libya since 2016 through working on several technical assistance projects. They build on their past expertise and know-how to develop and implement efficient technical assistance activities.
Country Representative and Programs Director – Expertise France in Libya

Julien Schmitt

Julien has been working for more than 20 years on strategy and development projects. He had the chance to collaborate with both public and private entities in numerous sectors and topics such as regional development and clusters, strategic planning, internationalization processes, sales strategy development and inter-regional cross-fertilization programs. He has been collaborating with Expertise France for over five years and is currently Programs Director in Libya, focusing on economic and financial governance and private sector development.

Mohamed Alaswad

Mohamed has a master’s degree in Entrepreneurship Management and Innovation from the University of Bath, UK. He has gained more than 40 years of experience in senior governmental positions in the Libyan public central and regional governance, policies, science, technology and innovation strategies and entrepreneurship. He is currently the deputy programs director of Expertise France in Libya, focusing on economic and financial governance and private sector development.

Yosra Bennagi

Yosra joined Expertise France as a project manager leading the establishment of Namaa Tamweel, the first microfinance institution in Libya. Previously, she worked at the Central bank of Libya, Libya Africa Investment portfolio and the African Development Bank. Before that, she worked in the oil and gas sector for five years. Yosra has a master’s degree in International Business and Marketing, as well as a bachelor’s degree in engineering. She is now leading the first component of E-NABLE, focusing on building the capacities of economic institutions in Libya.

Essia Enard

After five years of private sector work, Essia joined the Tunisian agency of Business France network and worked on the development of SME’s. After that, she joined Expertise France as chief of component in the SLEIDSE and EU4PSL projects and was involved in the development of entrepreneurship value chains, the creation of innovative tools to accompany entrepreneurs, and the expansion of cooperation and partnerships with an objective of inclusive economic development in Libya. Today, Essia is leading the second component of the E-NABLE project focusing on e-governance.

Lisjana Hila

Lisjana Hila has more than five years of experience as a financial sector development expert working for several development institutions such as Expertise France, AFD and Bpifrance. She has supported financial sector actors in Libya, Montenegro, and Uganda, in order to improve financial services dedicated to SMEs and enhance financial inclusion. She holds an MBA from Paris School of Business and is now managing the access to finance component of E-NABLE.

Sarah Belamin

A computer engineering graduate with eleven years of experience in the fields of networking, communications, and content creation. Sarah was the communications officer and community manager of Stream Business Incubator in Tripoli for two years before becoming the head of communications for Expertise France’s economic programmes in Libya in 2020. She also runs her own private business in Tripoli.

MEAL Officer – Expertise France in Libya

Cyril Kohler

Cyril has a water engineering degree and a specialization in project management. He has worked for more than 8 years as a technical advisor and coordinator of health projects related to WASH, in the humanitarian field (emergency and development) as well as with the private sector. He has also been developing the One Health approach in Tunisia for the past two years. As a project management specialist, he is currently supporting Expertise France Libya on the MEAL component of its activities.

Saleh Almistiri

Saleh Almstiri has more than ten years of experience working in the financial sector. He worked for five years at Nuran Bank as a Money Market Trader and is a certified Financial Markets Association dealer. Saleh’s educational background includes a bachelor’s degree in International Business Management and a master’s degree in Business and Accounting, both of which are gained from Oxford Brookes University. Since 2017, Saleh’s role with Expertise France was dedicated to supporting Libyan financial institutions to become operationally efficient, deliver better services, and/or develop new products with the aim of improving local SMEs’ opportunities in accessing financial services.
National Expert- E-NABLE project

Mohamed Aribi

Mohamed has a master’s degree in Business Management from the University of Tripoli. He has more than 12 years of experience working in economic institutions such as the Ministry of Economy, the Ministry of Planning and the Libyan Local Investment and Development Fund. Mohamed now is working as a national expert for the E-NABLE project mobilizing his skills and network to facilitate work with the Libyan partners on the ground.
